Can anybody answer this question?

 Why does CA have two time zones....Pacific Daylight Time, and Pacific Standard Time? This may be more than you want to read or even what you want to know...but this has been bugging me for the past year. If you choose read this, it may or may not make sense. However, I don't know why we need to fall back and spring forward, anymore. But I'm willing to listen to any pros or cons that anybody comes up with. But really?
